Rick Freshwater called the meeting to order at 6:30 p.m.


Call to Order

Neal Pederson made a motion to approve the minutes of May 20, 2010.  The motion was seconded by Darren Hanson and the minutes were approved.


Approval of Minutes

Dave Thompson made a motion to approve the meeting agenda.  Darren Hanson seconded the motion and the agenda was approved.


Approval of Agenda

Rick stated that communications at the plane crash in Olmsted County today were going well with multiple disciplines at the site.


No other communication incidents were brought forward for discussion.


Recent Communication Incidents


Rick indicated that Rochester dispatch is currently receiving all the regional emergency button notifications as areas begin using the system.  In the future, these notifications will be sent to each local dispatch centers.  However, there has been some confusion recently at dispatch with the multiple county notifications.  Dave Thompson confirmed that the State Patrol notifications are sent to State Patrol dispatch.


Rick informed the group that rural fire departments can request to have the emergency button removed.  Firemen never enter a building without a partner; therefore, it is not a safety issue to remove the option.

There was a recent situation when the MSP Aviation Unit was called to assist an Allied Agency.  Communication between the units was not coordinated appropriately and the Aviation Unit removed their service from the incident.  This was a training issue and the Users Group will need to be aware of these situations in the future.

Rick discussed that he was putting together an initial training plan for SE MN that he planned to take to the OTC for review.  Steve Borchardt indicated that DECN was creating web-based and DVD modules.  Rick and Steve will discuss outside of the meeting the appropriate approval body to review and approve the plan.


Steve discussed that 9 counties in SE MN would be training on the new system during the same timeframe.  This could cause training issues if the groups are not prepared.  Steve requested that the User Group make a plan for training.  He suggested offering conceptual training information ahead of time to multi-user group to save resources. 


It was suggested that the User Group recommend train-the-trainer candidates.  It was suggested that it would be good to have multiple disciplines at each class to assist with interoperability training.  Several questions were raised:


  • Who would the trainers be?
  • What discipline?
  • How much time would be needed?
  • Who pays the trainers?
  • Can the trainers train more than just their own division/department?
  • Will grant money be needed?


Steve suggested that the User Group make recommendations to the RAC for each of these questions.  It was suggested that this be an agenda item for July’s meeting.


Training Ideas


Darren Hanson reported that Freeborn County has determined that the Motorola logger was not working as needed.  They are looking at different options.


Tim Johnson from District One Hospital in Faribault indicated that their hospital is a small entity not affiliated with any other groups.  He discussed that their hospital currently has one radio that is in an admin conference room and only currently planned for emergency situations.  He said that the radio would not be monitored at this time. 


New Business


Joel Corcoran made a motion to adjourn the meeting.  Dave Thompson seconded the motion and the meeting was adjourned at 7:20 p.m.
