Agenda Details:


A.    Meeting called to order at 6:37 pm and it was determined a quorum was present.

B.    It was discussed that someone needs to take minutes.  Brenda Wodele volunteered to take minutes at this meeting.  In the future Rick Freshwater said his wife would volunteer to take minutes.

C.    COML Training opportunity was discussed.  There is a training opportunity coming up for COML which is within the NIMS structure, which deals with setting up communications during an incident.  This training is only offered maybe once a year.  In order to qualify for the training, you must have already completed NIMS 100, 200, 700, 800 and 300.  The class is 3 days and then there are requirements that must completed within the next 3 years.

D.   The Communications exercise was then reviewed.  It was felt that the communications exercise went well and that it was good to go through, but a downfall was that interoperability on the ARMER System wasn’t addressed.  It was also discussed that it was hard to concentrate on only communications as many focused on solving the problems.  It was discussed that it may be good practice to discuss incidents that have happened in our region at each meeting so that everyone can learn from real incidents locally.

E.    The 1st annual interoperability conference was discussed.  It was felt that the conference was good for all that attended.  There was then discussion about how scanning works on the ARMER system.  Also discussed was “Fast Start” and “All Start”.  It was discussed that there are a lot of important items users will need to know about how the system works.

F.    An update was given form the Regional Leadership Meeting held in St. Cloud.  There will most likely be a new state standard which will mandate the regional talk group naming convention.  The State Radio Board has not taken action yet, but is expected to at the next meeting.

G.   System Administration was discussed.  The Regional Radio Board approved that Rick Freshwater would be the Regional System Administrator and that Dave Thomson is the back up System Administrator.  Also, Nate Timm and Mike Peterson were also just approved to attend the System Administrator training with Motorola in Schaumburg, Illinois.  There was also discussion that each County will need a programmer.  This requires someone to take the CPS training online through Motorola and then training from the state of Minnesota.

H.   Narrow banding was discussed.  Rick Freshwater urged everyone to talk with fire, EMS and vendors to discuss sirens and paging to ensure any new equipment bought is narrow band compliant.  There still is no paging on 800 MHz.

I.     Training was discussed.  There is grant money in the SE Region for training that needs to be spent by September 30 of this year.  The group was asked to bring up any ideas they may have. 

J.     No new business was discussed. 

K.    Meeting adjourned at 8:03 pm.
