SE MN Regional Radio Users Group

Agenda Details:

 

A.    Meeting was called to order at 6:32 pm by Mike Peterson

 

         

B.    Mark Darnell discussed the Regional Leadership meting that took place the day before in St. Cloud.  Mark Darnell, Rick Freshwater and Mike Peterson attended the meeting.  The meeting allowed representatives from regions throughout the state the opportunity to get together and discuss challenges and share ideas.

 

C.    Mark Darnell also discussed that the users group has been doing a lot of work in creating standards for the southeast region.  He posed the question, what happens if one county or other entity chooses not to follow the standard.  Mark suggested that there be a clause included somewhere in the standards that there will be sanctions for not following the standards.  Mark also brought up that a possible sanction that would give the standards some teeth would be monetary fines.  A question came up of who would police this.  The Attorney General would have the authority.  The group discussed that they would like to see some sample language and it was also discussed that there would need to be due process set up along with dispute resolution.  No action was taken. 

 

 

D.   The SE Regional Radio Board Website was discussed.  Rick Freshwater has been working to create a website that would be a “one stop shop” for any meeting minutes, agenda, etc.  The general consensus of the group was that the website looked good and was very easy to use.  It was discussed that the website needs to be owned by the Southeast Regional Radio Board so that they have control of the website.  Dave Thomson brought up that there is already a website for the SE Regional Radio Board, however the information on the website is not up to date.  This website is www.semnradio.org.  No action was taken, but it was discussed that this item should be on the next agenda.

 

E.    The SE Regional fleetmap was discussed.  Mike Peterson brought up a concern that the fleetmap the SE User Group had approved in the past did not have any law enforcement specific talkgroups that would only be in law enforcement radios.  Rick Freshwater shared this concern and presented a revised fleetmap that would provide the general pool of talkgroups the users group liked and it would also provide for law enforcement specific talkgroups so that security could be maintained during law enforcement sensitive operations.  Listed below is the model presented by Rick Freshwater:

Blaine Hentz made a motion to accept this new model as the SE Regional Interoperability zone.  Dave Thomson seconded the motion.  The motion carried unanimously.

 

Dave Thomson pointed out a problem with the model (The Talks did not have SE in front of them which is a requirement for the SE interoperability zone).  This was corrected and Dave Thomson made a motion to accept the corrected model as the SE Regional Interoperability zone.  Brenda Wodele seconded the motion.  A vote was taken and the motion carried unanimously.

 

There was then some discussion about what will need to be done for the current users of 800 MHz in the SE region for the transition period of when the radios can be updated with the new SE zone.  It was decided that this should be put on the next agenda.

 

F.    It was also discussed as to what the minimum of the SE Zone needs to be programmed into radios.  There had been previous discussion that some of the radios in the SE region my not have enough capacity to have the entire SE region zone programmed into them.  It was suggested that the minimum that needs to be programmed into radios would be the SE 911, SE OPS 3, SE OPS 4, SE OPS 5, and SE OPS 6.  A motion was made by Dave Thomson to accept this as the mandatory minimum of the SE regional zone that will need to be in all radios in the SE region.  The motion was seconded by Blaine Hentz.  The motion carried unanimously.

 

G.   There was also discussion of the regional interoperability standard.  It was discussed that due to some of the changes that had taken place at the meeting, the standard would need to be rewritten and brought up at the next meeting.  Rick Freshwater made a motion to table the Regional Interoperability Standard until the next meet.  Joel Corcoran seconded the motion.  The motion carried unanimously. 

 

 

H.   There was then a motion to adjourn and a second.  Motion carried unanimously.  Meeting adjourned at 8:04 pm.
